Extending an invitation of partnership to the Belize government, Trill urged Prime Minister Dean Barrow to consider the Appeal’s recommendations and how-to points. A Tier 2 Watch List nation, according to the U.S. government’s anti-trafficking in persons act, Belize has much to gain by following the Appeal’s recommendations, which would provide an opportunity for upgrade to Tier 2 status.
“Definitive and measurable action by the Belize government on human trafficking would be of more benefit to the country than venerating the status quo,” said Trill. “It would be a win for Belize. A win for current and potential human trafficking victims, with human traffickers the losers.”
Strengthening and enforcing immigration and liquor licensing laws and enforcement are simple and inexpensive ways to address human trafficking in Belize. Immigration – How to Human traffickers count on a bribery system to keep the steady flow of human trafficking victims moving across borders. Therefore, strengthen immigration, practices, including:· Improve the existing computer system so that it accurately and reliably keeps track of who goes in and out of the country
· Cameras that monitor border staff
· Frequent immigration department inspections
· Training for border staff
· Penalties and enforcement of penalties, including criminal prosecution and conviction for all border staff who take bribes, including their superiors
· Fines for bar owners, starting at $2,000 (Belize) for a first offence
· Suspension of liquor license for a period of six months for the first offence, up to two years for the second, and up to five years for subsequent violations
· Monitor police enforcement of liquor license laws
