Belize NARCISA ORELLANA Human Trafficking Case

More mysterious is Ms. Orella’s track record: this is her third count of human trafficking violation this year.

Most recently, she got busted for human trafficking when she was outed by an 18-year-old woman who claimed to police that Ms. Orella had press-ganged her to work as a waitress and have forced sex with male clients. Charged and released without bail, as above-noted. No notice of charges dropped, no notice of pending trial. It’s just disappeared as if it never happened

Last May, a 15-year-old girl reported to police and a justice of the peace that someone known as Nancy from Santa Elena Town had recruited her as a domestic. Guess who Nancy is? Yes, it was Ms.Orella, who, once she got the girl in her house, tried to coerce her into prostitution. Ms. Orella was charged with attempted human trafficking. Charged and released without bail, as above-noted. No further judicial follow-up and it just disappeared.

The really grotesque part of this is: Belize police, in partnership with immigration officials, regularly arrest human trafficking victims onimmigration violation charges. It’s just a scam to keep the Hattieville Prison coffers filled and provide kickbacks to the police, judges and immigration department.

Four hundred human trafficking victims a year wind up on remand in Hattieville enduring the most squalid and in humane conditions, while people like Ms. Orella get off and go out looking for more victims.

HUMAN TRAFFICKING NEWS REPORTS BELIZE

An 18 year old female domestic of Santa Elena Town, Cayo District reported that between 01/03/10 – 10/05/10 she was working as a unpaid waitress for NARCISA ORELLANA, Businesswoman of Santa Elena Town, Cayo District. Complainant stated that ORELLANA forced her to labour and to have sexual intercourse with male clients against her will. ORELLANA was formally arrested and charged for two counts of Trafficking in Person.

Less than a month later, on May 10th, another 15 year old female of Valley of Peace, accompanied by a Justice of the Peace visited the San Ignacio Police station to report that a woman known to her only as Nancy had recruited her to work at her house as a domestic in Santa Elena Cayo. The minor further reported to Police that the woman also attempted to recruit her as a prostitute at a bar called Sierra Friends located at the same premises.

After arresting and charging 54 year old Narcisa Orellana,of the Bradley's Bank area of Santa Elena with Human Trafficking, the Police handed over the minor to the Human Development department. Orellana will appear in court tomorrow.

Two people are in trouble with the law tonight for reportedly engaging in the illegal smuggling of humans. The first incident dates back to the 25th of April when a 22 year old domestic of Cris to Rey Road in Santa Elena Town visited the San Ignacio Police and reported the abuse. She told Police that a female minor was being exploited against her will at the Riverside Bar in Bullet Tree Village.

Mr. Pitts are you listening?

It seems that corruption is very much of interest to the new Cabinet in Belmopan Belize. More to the point, the new Attorney General Bernard Q. Pitts is in charge of police and judicial reform. That’s government speak for “corruption.” Putting Mr. Pitts in charge of cleaning up corruption is a bit like asking an alcoholic to guard the brandy barrel.
